On Wednesday 12 August 2026, as part of the CyberSec Summit 2026 organised by the Cyber Cluster association at the Costa Rica Convention Centre, an agreement was signed to establish the Cyber Cluster Global Alliance, a new initiative dedicated to strengthening international cooperation and trust in the field of cybersecurity.
The Cyber Cluster Global Alliance includes the European Union, RedCLARA -that runs the BELLA II project-, LAC4, Costa Rica, the Dominican Republic, the United States, South Korea, and the Korea Internet & Security Agency (Kisa), amongst others.
According to Carolina Taborda, managing director of Cyber Cluster: “At present, Costa Rica and the Dominican Republic are formally established members; that is why we are also bringing in multilateral organisations such as RedCLARA, LAC4 and KISA, which will also be founding members, whilst we continue to establish further clusters such as the one in Ecuador, which is currently in the process of being set up. It is a rather unique and special alliance.”
Luis Carlotti, former president of the CyberSec Cluster, serves as chairman of the provisional board of the Cyber Cluster Global Alliance; he signed the memorandum of association alongside Andrés Casas, president of Cyber Cluster; Niurka Hernández, chair of the Cyber Cluster of the Dominican Republic; Carlos García, representative of FIRST; Leonardo Ortega, project manager at LAC4; and Luis Eliécer Cadenas, executive director of RedCLARA. The signing was witnessed by Paula Bogantes, Costa Rica’s Minister for Science and Technology, and Gezer Molina, Costa Rica’s national director for cybersecurity.
