SPIDER strengthens EU–LAC digital cooperation and promotes the strategic use of BELLA II

Throughout 2025, the SPIDER project advanced steadily in its mission to support the implementation of the EU–LAC Digital Dialogues, promoting practical cooperation between regions and activating BELLA II's connectivity infrastructure for research, innovation, and digital development.

Over the year, SPIDER focused on strengthening policy coordination, advancing a people-centred and inclusive digital transformation, supporting early-stage innovation, and reinforcing collaboration between the digital ecosystems of Europe, Latin America, and the Caribbean. These actions helped position BELLA II as a strategic enabler of bi-regional digital cooperation.

Key advances included the organization of the Digital Dialogues Implementation Forum (DIF) in the framework of TICAL 2025, as well as meetings of the DIF Working Groups, which addressed topics such as artificial intelligence governance, digital sovereignty, citizen-centred public services, AgriTech, the use of satellite data, and inclusive approaches to the adoption of emerging technologies.

SPIDER also completed the mapping of EU–LAC digital dialogues and agreements, consolidating strategic information into a shared reference, and launched SPIDERHUB, an AI-assisted tool designed to facilitate access to and use of this knowledge. In parallel, a portfolio of services offered by innovation hubs was identified, and a Policy Brief was developed to support policymakers and institutional stakeholders.

A central pillar of SPIDER’s work in 2025 was the Call for Ideas, organized in partnership with RedCLARA and BELLA II to explore new uses of advanced connectivity for digital transformation. This process included open webinars and capacity-building activities for selected teams. It concluded with a Demo-Day organized by SPIDER, which provided visibility to early-stage digital solutions before key actors of the EU–LAC ecosystem.

In addition, SPIDER promoted specialized exchange spaces and participated in international forums and dialogues on innovation, digital health, open science, and AI governance, thereby strengthening BELLA II’s visibility within the digital cooperation agenda.

Overall, the progress achieved in 2025 reflects SPIDER’s role as an operational bridge between political dialogue, advanced connectivity, and practical implementation, helping ensure that EU–LAC digital cooperation translates into sustainable, inclusive, and impact-oriented outcomes.

The TICAL 2025 conference, part of the BELLA Programme, will be a key event for discussing digital transformations and the implementation of new technologies. Participants will discuss blockchain, artificial intelligence, cybersecurity, and other areas that are actively changing education and research. Events like these help understand how digital solutions impact society and shape new models of interaction across a wide range of fields. However, digital transformations affect not only science and technology but also social life. One of the key challenges remains the successful integration of people who move to another country for various reasons. The adaptation of migrants is linked to language barriers, cultural differences, and the need for support. This is the focus of a paper onlust-auf-dresden.com, which examines the challenges and possible solutions associated with migrants' adaptation to a new society. This experience is particularly valuable when it comes to creating digital tools that can facilitate the integration process. Ultimately, there is a direct connection between the ideas discussed at the TICAL 2025 conference and the social issues surrounding migration. Digital solutions developed within the BELLA Programme can become an effective tool for reducing adaptation difficulties and strengthening social cohesion. Therefore, discussion of new technologies cannot be separated from the real challenges faced by people moving to other countries.
